The management of JSC "Corporation "Respiro" is convinced that reuse of production and consumption waste, which cannot find its direct application at the moment, to a significant extent may provide constantly growing needs of humanity in production resources. Investing in this area of the economy not only pursuing commercial interest, but also are manifestations of concern for preservation of the environment and future generations.
In order to implement the Program, approved by the Government of the Russian Federation, for converting national economy in the direction of innovation development, there is a plan to build facilities for the processing of municipal solid waste, with annual processing 50-250 thousand tons (newly established processing facilities and landfills, "tails" of sorting the silt sediment, peat, wood and other organics).
Commercial products of these manufactures will be diesel fuel, cement, foam concrete chemical production (benzene, toluene, and the combined fractions of petroleum solvent or BTX).
Implementation of programs to establish the Russian system of secondary resources will provide an opportunity to fundamentally change the organizational, legal and economic conditions for the harvesting and processing of secondary raw materials in Russia. It is assumed that level of the main types of secondary raw materials will steadily increase, which will reduce the loss of natural resources and environmental pollution.
In contrast to the primary production, processing of secondary polymers hardly causes damage to the environment. An advantage of using secondary polymers feels both manufacturer and society.
So far in our country, the most common method of neutralization of municipal waste remains landfilling on polygons or not-appointed dumping grounds. Exploitation of dumping grounds that does not have basic environmental protection facilities (hydroprotective screens, filtrate collection and control systems, etc.) from a social standpoint is contraindicated, from nature protective point of view - is dangerous. Polygon burying method for neutralization of SDW technically is simple, but requires a large land areas, significant investments, as well as operating and transportation expenses. Therefore one of the most effective methods of treating waste (SDW) is creating a polygon sorting complexes and biomechanical factories. No other way exists and all developed countries understand this, they have already established national programs for polymer processing and burial of biologically not degradable plastics is forbidden by the law.
